Duration: Full time for one year with opportunity for extension

Starting date: Following signed contract

Location: Baku, with frequent travels to regions of Azerbaijan

Reports to: AzRC Secretary General; ICRC A2E Delegate as technical/functional supervisor

Education in Emergencies (EiE) is considered as a Program within the AzRC Youth and Volunteers department, under direct supervision of the AzRC SG. The position maintains strong functional reporting and coordination with the IFRC and ICRC Access to Education Department.

Main tasks and responsibilities:

The AzRC A2E Coordinator position is expected to further develop and strengthen the A2E/EiE activities of the AzRC, including, but not limited to: maintain and strengthen the partnership and coordination among the AzRC, the ICRC, the IFRC, and the NorCross, along with other key Movement partners and external stakeholders in the field of education.

Reporting to the AzRC SG, maintaining strong coordination with and under the technical supervision of the ICRC Access to Education Delegate, in coordination with other Movement partners, the AzRC A2E Coordinator is expected to:

Program Development and Management:

  • Overall management of the program to include administrative, financial, monitoring and evaluation and reporting tasks
  • Lead/manage Education in Emergencies (EiE) research, needs’ assessments (ideally aligned with and/or contributing to those conducted by Movement partners and other actors), program development and implementation based on the current AzRC educational activities.
  • Lead/manage the capacity building process of the AzRCs, increasing the   EiE knowledge and operational capacity of the AzRC staff and volunteers, with a focus on integrating protection, inclusion and equality standards in education programming (in line with the IFRC Protection, Gender and Inclusion Minimum Standards), the Interagency Network for Education in Emergencies (INEE) minimum standards, the Alliance Minimum Standards for child protection in Humanitarian Action, IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action) so as to ensure age-, gender-, diversity- and conflict-sensitivity.
  • Lead/manage the process of development of an EiE approach for AzRC and ensuring EiE is reflected in new strategy, policy frameworks and (operational) plans for AzRC work.
  • Make suggestions to the AzRC Secretary General to improve the work related to the responsibilities set out in this ToR and towards the project as a whole.
  • Train and coach the NS staff, leaders and volunteers involved in the implementation of EiE activities.
  • As part of Monitoring and Evaluation, maintain an updated a database of the beneficiaries assisted as well as of the volunteers trained/contributing to implementation of EiE activities.

Fundraising/Donor Management:

  • Work towards building a sustainable funding base for education and EiE programming in the AzRC.
  • Lead/manage technical support towards existing education activities including further developing and adapting projects, tools and methodology to conflict affected areas and specific education-related needs of targeted populations, with a particular focus on formal education settings.
  • Lead/Manage the process of EiE program thematic development i.e. an EiE case study/ Forum or similar in a relevant and jointly identified priority area.

Coordination, Partnerships, Representation, Advocacy:

  • Represent the interests of the Red Crescent Society of Azerbaijan with public authorities and other organizations at local, national, regional and international level in the field of education and more particularly that of education in emergencies.
  • Elevate the profile of AzRC in the education -and especially EiE- sector in Azerbaijan including with international organizations, donors and local authorities and stakeholders.
  • Maintain and develop partnerships and collaboration with key EiE stakeholders in Azerbaijan especially Ministry of Education and UNICEF.
  • Promoting protection of education provisions in IHL, IHRL and national legislation.
  • Establish purposeful partnerships to improve the impact, scale and reach of AzRC education programming, especially in emergencies.
  • Represent AzRC at relevant external education-related events such as conferences, stakeholder meetings and conference calls.
  • Coordinate the process of sensitization, disseminating knowledge about the EiE thematic, both internally and externally (i.e. assisting in drafting EiE needs assessment, organizing a Forum or similar) in relevant and jointly identified priority areas.

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs. Depending on the COVID 19 situation, all tasks and responsibilities might be modified so that remote coordination and management of the work as well as sufficient line management support, is ensured.

Responsibilities:

  • Get acquainted with the documents that define his/her rights and responsibilities;
  • Represent the interests of the AzRC in public authorities and other organizations at the regional level in the framework of the Project;
  • Report on all identified violations and shortcomings within his/her competence;
  • Represent the RC/RC Movement in an appropriate way during activities, in meetings and in the field, avoiding any activity that may reflect negatively on the RC/RC Movement image
  • Follow Code of Conduct as well as duties/responsibilities reflected in the Agreement and state labour regulations.

Education and experience required:

  • Bachelor’s degree in the field of social work, pedagogy, sociology, international relations or another relevant social science discipline;
  • Advanced level in English to include speaking, reading and writing: capable of conducting conference calls and writing emails in English. Very good command of Azerbaijani language.
  • 3 to 5 years of work experience from the non-profit humanitarian sector preferably with protection work and/or education in emergencies, programme and/or organizational development and management, social field, or resource management;
  • Knowledge of the project management cycle and relevant methodologies and tools, and preferably experience with project development and management
  • Experience in capacity building, especially training design, development and delivery;
  • Excellent networking and representational skills;
  • Excellent communication and teamwork skills;
  • Experience in child and youth engagement, preferably in conflict settings;
  • Computer proficiency to include MS Office.
  • Cultural awareness and commitment to encourage diversity and inclusion in the workplac

Desired profile and skills:

  • Fluency in Russian is a distinct asset
  • Experiences in volunteering is an asset
  • Experience/volunteering and knowledge of the Red Cross and Red Crescent Movement is desirable
  • Experience with fundraising and donor relations;
  • Experience working in an international environment and/or an international organization is a strong asset
